Zoning Issues

There are several Zoning Chapters being amended and some new ones on the way as well.  The Zoning & Planning board has been meeting additional dates outside of their regularly scheduled 3rd Thursday of the month.  Their next meeting is 9/18/2025 at 6:30PM, followed by 10/16 and another on 10/22/2025, all held at City Hall, 206 S. City Council Public Hearings

The City of Three Forks will hold public hearings on September 9, 2025, to obtain public comments regarding proposed improvements to the City’s wastewater system. The City is in process of preparing a wastewater preliminary engineering report (PER). It may apply for funding from the Montana Department of Commerce, Montana Department of Natural Resources and Conservation, USDA Rural Development, and or the Department of Environmental Quality's Clean Water State Revolving Fund Program. The public hearing begins at 6:00 pm at the City Hall at 206 Main Street in Three Forks.

At the public hearing, Three Forks and Great West Engineering representatives will explain the project's purpose, the project area, the scope of work, the budget, possible funding sources, and any costs that may result for local citizens because of the project. During the public hearing, residents may ask questions and express their opinions regarding the project and its potential impact on the City of Three Forks residents.

Another public hearing regarding cancelling the uncontested City Council races and appointing those who have filed to a seat by acclimation will be held on September 9, 2025.

Public comment is encouraged and welcomed about the project and may be submitted at the hearing, or submitted via email to cturner@threeforksmontana.us or P.O. Box 187, Three Forks, MT 59752. Water Main Replacement Project

Noticed the blue spray paint around the water mains on the east side of town? Well, that's for our ongoing water main replacement project for the oldest water mains the city has.
The water distribution line improvements will occur on:
--2nd and 3rd Avenues E between E Elm and E Neal,
--4th Avenue E between E Elm and E Cedar, and
--E Elm, E Cedar, and E Ash Streets between 2nd and 4th Avenues E, and E Neal Street between E 2nd and 3rd Avenues E.
The project will replace all of the old cast iron mains with new PVC water mains on the avenues and will install new PVC water mains on the streets. The replacement of the lines will both help prevent water line leaks and also prevent the system’s fire flow capabilities. The project will also replace the service lines between the new main and curbstop (customer valve) for each customer along the way. The contractor is Emerine Contracting based out of Anaconda, MT. They are experienced with this type of work and are looking forward to a successful project.
Work began on April 14, 2025. There will be road closures related to the work, and the contractor will provide notices and signage to indicate where and when these closures will occur. If there are any interruptions to water service, the contractor is required to provide a minimum of 48 hour notice to all customers. It is their intent to have very few service interruptions.
The project will continue throughout the summer. As portions of the project are completed, the contractor will clean the area and prepare to pave the portion of the street which was disturbed. They will also replace any curb, gutter, and sidewalk that is disturbed as part of construction. The anticipated end date for the project is in September, with final cleanup continuing into October.
 
8/12/2025 Update: 
Each time they have replaced a service connection, concrete may be cut and grass/boulevard dug up.  Don't worry - they'll replace it.  At the end of the project they will go back and seed and add topsoil too.
Patch paving and street sweeping will continue as they cleanup completed areas.
Next: Paving on 2nd Avenue E to occur the week of 8/11/2025.  Service replacements will be occur headed south on 3rd Avenue E from Ash to Cedar Streets. 
 

Request for Proposals - Audit Services

The City of Three Forks, Montana is hereby requesting proposals from qualified firms or individuals, to audit the financial statements of the City for the fiscal years ending June 30th, 2026, 2027 and 2028. 

These audits must be made in accordance with auditing standards and in accordance with federal regulations adopted by the Montana Department of Administration by rule. Auditors shall utilize the local government compliance supplement prepared by the Montana Department of Administration, in conjunction with government auditing standards, adopted by the Montana Department of Administration, to determine compliance testing to be performed during the audit.

The audit shall be conducted around October of each year, following the end of the City’s fiscal year and completed no later than December of the same year. An audit report shall be issued and presented to the City Council no later than the end of February the following year.

Payments for services will be made on a schedule to be agreed at the time the audit contract is signed. Prior years’ audit reports are on file and available for review by bidders.

Include the number of hours proposed at each level of audit and review and names of those who are expected to be assigned to the audit, their qualifications and experience in governmental accounting and auditing. Describe general direction and supervision to be exercised over the audit team by the firm’s management personnel. Provide a list of other governments to whom you have provided auditing services. Outline your approach and procedures that will be used on this audit. Note any additional services that may be included in the bid, for example the price of a single audit. The City will require three (3) printed copies of the final report annually. List any items needed for audit and when they should be made available. City staff will be available to locate and re-file documentation as necessary, and photocopies will be provided as needed.

To be considered, a minimum of one hard copy and one digital copy of the proposal must be received at City Hall no later than 4:00 p.m., Friday, September 26, 2025. The Three Forks City Council reserves the right to reject any or all proposals submitted. Proposals submitted will be evaluated by the Mayor, City Clerk, and Treasurer, members of the Auditing/Budgeting Committee. A recommendation will be made during the Council’s regular meeting on Tuesday, October 14, 2025, at 6:00PM in the City Hall Council Chambers, 206 Main Street.

Request for Proposals - Rodeo Stock Contractor

The Three Forks Rodeo Arena (TFRA) Board of Directors is soliciting proposals/bids to provide stock and rodeo personnel for the 2026, 2027 and 2028 Three Forks Rodeo from qualified Northern Rodeo Association Stock Contractors.  Upon selection of a contractor, the City of Three Forks and the selected contractor shall enter into a service agreement which, together with the contractor’s proposal and proof of liability insurance shall constitute the entire Agreement between the parties.

DETAILS: The Three Forks Rodeo (TFR) is always held the third weekend of July annually, on both Friday and Saturday nights starting at 7PM.  There is slack on Friday morning as well at 8AM.  The TFR is located at 95691 MT Hwy 2, Three Forks, MT.  Dates are as follows:

  • July 17 & 18, 2026
  • July 16 & 17, 2027
  • July 14 & 15, 2028

TERMS & CONDITIONS: Stock Contractor shall bring rough stock and timed event stock that have had previous rodeo experience, and enough stock for all rodeo events. Stock shall meet NRA requirements and guidelines.  Stock Contractor shall arrive at TFR no earlier than Thursdays prior to the Rodeos and shall depart no later than 5PM on Sunday following the Rodeos.

Submittals shall include:

  • Rough Stock
  • Timed Event Stock
  • 2 Bull Fighters (Provide Name)
  • 3 Pickup Men (Provide Name)
  • Rough Stock Chute Help
  • Secretary
  • Announcer (Provide Name)
  • 2 Timers
  • 2 Judges
  • Funnyman or Clown (Provide Name)

Stock Contractor shall provide production coordination and collaboration at least two (2) hours before rodeo each evening with the Announcer, Chute Boss and TFRA Committee personnel.

Stock Contractor volunteers, laborers and all other persons associated and/or affiliated with the Contractor shall indemnify Three Forks Rodeo, the City of Three Forks, its sponsors, elected officials, employees and volunteers harmless from any claims, injuries, damages, losses or suits including attorney fees, arising out of or in connection with the performance of this Agreement.

Three Forks Rodeo will provide:

  • Parking and Electrical Hookups for the Stock Contractor
  • Contract Acts
  • Gatemen
  • Feed and water for Stock
  • Tractor and Water to Work Arena
  • Staff to Operate Tractor/Water Truck
