capital improvement plan & impact fee project

The City is in process of updating its Capital Improvement Plan (CIP), which is a master list of all city assets and infrastructure with a plan on how to maintain, improve or expand as needed or required. Based on the projects listed in the CIP, the Council will set priority levels for each project. It will then use that information to set Impact Fees for those facilities needing improvement or expansion to serve the City’s growth.

The Impact Fee Advisory Committee is comprised of volunteers who will ultimately work with our Engineers and Consultants to present a recommendation of revised Impact Fees to the City Council.

Remember those surveys we asked for a couple months ago on the City’s infrastructure needs? Well, once the CIP is adopted, this Committee would make recommendations for fees to help fund those infrastructure projects which are most impacted by new development. Pursuant to 7-6-1604, MCA the committee shall serve in an advisory capacity to the City Council and shall have at least one representative from the “development community”.


The Capital Improvement Plan is typically thought of as just infrastructure: roads, sewer plants, drinking water wells, treatment of both of those, fire hall, city hall, etc… However, CIPs should also consider operation and maintenance of existing infrastructure and equipment. This helps guide the Council in budgeting for replacements, or new, each year on a defined calendar or term. A detailed and up to date CIP helps the City in making more competitive grant applications or receiving state or federal money.
